The programme is a partnership between the Plunkett Foundation, Esmee Fairbairn Foundation and Co-operative and Community Finance and is supported by the LankellyChase Foundation. The Plunkett Foundation acts as the accountable body for the programme, which is overseen by a Programme Steering Group. The Plunkett Foundation also run the Programme on a day-to-day basis. Decisions on applications are taken by the Plunkett Foundation according to criteria and assessment processes approved by the Steering Group.
